Was he going the wrong way up and exit ramp? Or was that a legit left turn stop, and he just failed at not being an idiot?

I should have drawn arrows on the road and not just the yellow line there. But yeah, I was on a divided highway and he tried to enter on an exit ramp. There was no way for him to go in the direction he wanted without making a u-turn further up the road, and I guess he didn't realize it until it was too late.

Worst of all, I was passing someone at the time. Quick shoulder check, then as I turn back around and merge right, holy fuck it's a pair of headlights coming down the exit ramp. I actually didn't even honk because it all happened within a split second and I couldn't even figure out what was wrong at first.

A few years back a drunk driver did this on I-5. I was driving into work early in the morning in dark and came up on the aftermath right after he hit a truck head on. He had actually driven almost 10 miles the wrong way down an interstate and didn't figure it out.

It's not uncommon at all. Just search "wrong way drunk driver I-5" and you will see multiple news stories every year... and that's just one interstate. People are stupid and dangerous, which is why I avoid most of them.
